Vietnam vigorously promotes human resource training in the semiconductor industry and core digital technology industries. On December 4, 2024, Deputy Prime Minister Le Thanh Long issued the Prime Minister's Directive No. 43 (43/CT-TTg) on promoting human resource training in the semiconductor industry and some core digital technology industries.
In order to implement the high-tech development policy, the Prime Minister of Vietnam issued Decision No. 1018 (1018/QĐ-TTg) on September 21, 2024 to approve the Vietnam Semiconductor Industry Development Strategy from the near term to 2030 and the long-term outlook to 2050, and Decision No. 1017 (1017/QĐ-TTg) on approving the Vietnam Semiconductor Industry Human Resources Development Plan.
The Prime Minister's Directive No. 43 aims to create breakthroughs in cultivating high-quality human resources for the semiconductor industry and core digital technologies such as artificial intelligence (AI), cloud computing, Internet of Things (IoT), big data (IoT), and blockchain (Blockchain).
Speed up the formulation of training plans
According to Directive No. 43, the task of the Ministry of Education and Training of Vietnam is to complete the semiconductor integrated circuit standard training plan in the first quarter of 2025, and at the same time study and formulate tuition reduction and scholarship policies for students in related majors (completed in the fourth quarter of 2025).
Vietnam is ready to welcome investment in the semiconductor industry
Representatives of the Association of Foreign Investment Enterprises (VAFIE) believe that 2024 may be a successful year for Vietnam to attract foreign investment, and Vietnam is also facing a once-in-a-lifetime opportunity in the semiconductor competition.
In addition, implement the state-school-enterprise training cooperation model to create a system of training centers for outstanding talents in the field of 4.0 technology.
Strengthen support for R&D
The Ministry of Science and Technology guides the implementation of scientific and technological tasks in various doctoral training centers and scientific research institutes, focusing on forming strong scientific research teams; give priority to supporting start-up projects with high feasibility in the semiconductor and core digital technology industries.
The Ministry of Planning and Investment gives priority to the construction of semiconductor laboratories, and at the same time, formulates specific mechanisms to mobilize resources and attract talents in this field.
The directive emphasizes that the training and development of talents in the semiconductor industry and core digital technology is not only a key task for the country's economic and social development in the current scientific and technological era, but also a strategic lever
